The terms of reference (TOR) aim to inform stakeholders about the evaluation, clarify expectations and requirements and guide the evaluation team in its work during the various phases of the evaluation.

This joint evaluation was led by OECD/DAC under the auspices of the COVID-19 Global Evaluation Coalition through a representative Steering Group, of which the WFP Office of Evaluation is a member.

This evaluation reviews the R4 Rural Resilience Initiative implemented by WFP in Ethiopia between 2017 and 2022. It was commissioned to assess relevance, performance, efficiency, impact, and sustainability across Amhara and Tigray regions. This decentralized evaluation was commissioned by the WFP Tunisia Country Office and covers WFP¡¯s support to school feeding and livelihoods from 2022 to December 2024. It was commissioned to facilitate reflection, learning, and support the handover of results to national partners, in the context of WFP¡¯s planned phase-out and was intended for both accountability and learning purposes.

An evaluation of the country strategic plans for the Democratic Republic of the Congo covering 2020¨C2024 was conducted between February 2024 and January 2025. The evaluation served both accountability and learning purposes and will inform the preparation of the next country strategic plan.
